Project BG05SFOP001-2.025-0151 "Implementing effective policies for good governance at the local level with the help of the civil sector" is implemented by the Union Association for Bulgaria in partnership with Rudozem Municipality, Sadovo Municipality and Chepelare Municipality.
The total value of the project is BGN 59,997.10, of which BGN 50,997.53 is European co-financing and BGN 8,999.57 is national co-financing. It is financed by the Operational Program "Good Governance" 2014-2020, co-financed by the European Union through the European Social Fund.
Project implementation period: 23.08.2022 – 23.11.2023
The main objective of the project is to encourage local authorities to adhere to the 12 principles of good democratic governance according to the Strategy for Innovation and Good Governance at Local Level of the Council of Europe (SIGDL) and thus to stimulate the debate between stakeholders, to to create and strengthen partnerships between municipalities and the NGO sector, to increase the activity of NGOs in the implementation and monitoring of policies.
Key project activities and deliverables include:
- Research, analysis and recommendations to overcome the difficulties and prepare for the implementation of the 12 principles of good democratic governance according to the Strategy for Innovation and Good Governance at the local level of the Council of Europe as a mechanism to improve the environment for citizen participation in governance.
- Development of a mechanism/methodology for monitoring, partner visits and reviews regarding the exercise of the powers and responsibilities of local authorities in accordance with the 12 principles of the Strategy for Innovation and Good Governance at the Local Level of the Council of Europe - a basis for joint actions/partnerships between municipalities and NGOs .
- Information campaign to increase citizen participation in policy implementation and monitoring processes.
The implementation of the project seeks to build on the results achieved so far related to the 12 principles of good democratic governance according to the Strategy for Innovation and Good Governance at the Local Level of the Council of Europe, assisting more and more local authorities in the country to adopt and apply the 12 principles of good democratic governance to ensure effective and efficient planning and management of local policies and measures for the benefit of citizens, different social groups and businesses. Which in turn will lead to more effective policies aimed at strong and vibrant local self-government in Bulgaria.
